Tools and resources for the annual TransMonEE data collection exercise
Data is foundational to UNICEF's efforts in monitoring child rights, empowering informed decision-making, and deepening our understanding of the challenges children face in the Europe and Central Asia region. Each year, 30 national statistical offices (NSOs) within the TransMonEE network compile and submit critical data to UNICEF, covering key areas such as child protection, justice for children, children with disabilities, and violence against children. This unique collection encompasses 150 specific indicators or variables, often unavailable in other international databases, thereby significantly enriching the TransMonEE Regional Database for Children.
This page serves as a vital resource for NSOs, offering guidance for data compilation and featuring a dedicated dashboard that showcases the data collected annually. NSOs can access and download the TransMonEE Definitions and Guidelines, a document available in both English and Russian, which provides standardized definitions and variables for measuring child rights. This standardization enables consistent and accurate data comparison across countries and over time.
Additionally, this page outlines the workflow of the country data collection process and introduces the newly launched Overview of TransMonEE Country Data Compilation Dashboard, which displays all the data submitted annually by NSOs.

Definitions and guidelines for submitting data
NSO data collection workflow
I. Planning phase
- An invitation is sent to NSOs to participate in the data collection process.
- NSOs review the data collection template and guidelines (see above).
II. Execution phase
- NSOs fill the data collection template with line ministries.
- TransMonEE team and NSOs ensure data quality and submit the filled template.
III. Reporting phase
- TransMonEE team validates the data with the NSOs.
- TransMonEE team publishes the report and integrates the data into TransMonEE Database.
