National Child Rights Monitoring Systems Tracker

A resource to review national CRM systems and mechanisms across the region

The National Child Rights Monitoring Systems Tracker is a key resource designed to centralize and share information on nationally-owned and -led child rights monitoring systems across Europe and Central Asia. It highlights the tools, systems, and mechanisms established by countries to monitor child rights, organized into two main pillars: Child-Sensitive Data Ecosystems and Governance & Policy Mechanisms for CRC Monitoring. The first pillar focuses on data systems for collecting, managing, and using child-related information, while the second addresses policy frameworks, institutions, and mechanisms for monitoring child rights implementation.

The tracker is informed by the Institutional Architecture for National Child Rights Monitoring Systems guidance note, which provides a shared reference framework for understanding and strengthening national child rights monitoring systems. The document outlines the key institutional components and observable elements that underpin effective monitoring systems and support structured dialogue, peer learning, and progressive system strengthening across countries.

While the tracker aims to provide a comprehensive view, it is still under development and, for the time being, is primarily based on information provided by UNICEF country offices for programme countries. Some components are still pending and may be incomplete or missing, while other elements currently have data available for only a limited number of countries.
