This document, developed by the Regional Office for Europe and Central Asia (ECARO), proposes an institutional architecture for national child rights monitoring systems for consultation and refinement. The draft presents a systems-based approach to child rights monitoring, outlining the institutional architecture needed to support effective monitoring of the Convention on the Rights of the Child (CRC).
The proposed Institutional Architecture for National CRM Systems is structured around two mutually reinforcing pillars:
- Child-sensitive data ecosystems
- Governance and policy mechanisms for CRC monitoring
Each pillar comprises institutional components that reflect key dimensions of how national child rights monitoring systems are designed and function in practice.
The document is being shared for final consultation with partners and stakeholders, including the TransMonEE network and government participants from the March meetings. Feedback and comments can be submitted through this survey by 30 June 2026.
This document is also intended to serve as a living resource that can continue to evolve over time, with experiences and good practices further captured and aligned through the National CRM Systems Tracker.
